Another wikimedian asks if “should be unrestricted” excludes any embargo as well, e.g. Google restricting the Italian Ministry of Culture from distributing copies of scanned books for 15 years except some conditions, or the Ancestry.com agreement with NARA which has a complete embargo for 5-10 years (http://www.archives.gov/digitization/partnerships.html ).
